All individuals who are not exempt or excluded shall be referred to the JOBS or Tribal NEW program as determined appropriate, and are required to participate to the best of their abilities. Non-exempt individuals are defined as:

Any adult receiving assistance under TANF, including individuals subject to Pay after Performance requirements;

Any minor child head of household receiving assistance under TANF;

Any non-recipient parent living with a child receiving assistance, including:

A parent who is sanctioned due to non-compliance with work requirements (DI)
-
A parent who is disqualified due to intentional program violations (DF)
-
A parent who is disqualified due to being a fleeing felon (DD)
-
A parent who is disqualified due to a drug felony (DD)
-
A parent who is disqualified due to parole or probation violation (DD), or
-
A parent who is disqualified for non-compliance with Child Support Enforcement (DM)
-
Any child, age 16 and older, who is pursuing a GED.
NOTE: A caretaker relative is not eligible to participate in the JOBS Program if their participation code is ‘DA’ or ‘OU’ (except those who are Pay After Performance caretakers).
